Haman was outraged at Mordecais refusal to bow sooner him. So what Haman was doing was an attempt to exact his revenge upon Mordecai and the entire Jewish race. Unknowingly to the king, Haman had a personal agenda, and he was using the king to carry his evil vendetta through to annihilate all the Jews in the empire.



And the king being bitter more or less Vashtis refusal to be submissive to his rule authorized Hamans plan and issued a decree for it to be carried out just as Haman had so devised. King Ahasuerus was unaware of the ethnic identity of his wife, Esther, and so when he authorized the decree, he did not know that he was signing his wifes death warrant.
When Mordecai heard about this plot to kill the Jews, he began to mourn and he did not do this quietly, but went into the middle of the city and wailed. Part of his herb of grace was that he felt that it was his fault because he did not bow down to Haman and now everyone had to suffer.
